Ghana Expands Free SHS to Include Private Institutions

Ghana’s Ministry of Education recently took a landmark step by approving 25 private senior high schools for inclusion in the Free Senior High School (SHS) policy for 2025. Traditionally limited to public schools, this expansion marks the first time private institutions will participate in the Computerized School Selection and Placement System (CSSPS) under the Free SHS programme.

The selected private schools categorized as Category E span across all 16 regions of Ghana. They are co-educational day schools offering the full complement of senior high programmes. According to the Ghana Education Service (GES), the pilot seeks to alleviate overcrowding in public SHS facilities while offering alternative quality options to qualified students.

Director Prince Agyemang-Duah noted that participating schools must adhere to government education standards, maintain aligned fee structures, and accommodate students under the subsidized terms of the Free SHS scheme. The deadline for candidate placement consideration was extended to June 25, offering additional time for students and families to explore the new options.

Analysts suggest this move reflects the growing pressures on Ghana’s education infrastructure amid rising youth populations and heightened demand for senior high placements. The policy shift may prompt evaluations on quality assurance, funding sustainability, and equitable access as Ghana continues its education reform trajectory.

This is very good decision in which it will sustain more private schools in Ghana.
