Government Bans Mining in Forest Reserves after Repealing L.I. 2462

In a sweeping policy shift aimed at halting environmental degradation, the Government of Ghana has banned all mining activities within forest reserves following the official repeal of Legislative Instrument (L.I.) 2462. The environmental regulation, initially introduced in 2022 to permit controlled mining, was rescinded on 10 December 2025 after widespread criticism that it facilitated deforestation and contamination of rivers.

Under the new policy, the Ministry of Lands and Natural Resources has reversed prior permissions, closing the door on artisanal and commercial mining within ecologically sensitive forest zones. The repeal is part of a broader strategy to curb illegal mining (known locally as galamsey) which has ravaged forests across at least 13 of Ghana’s 16 regions.

The decision comes amid rising public pressure from environmental groups, civil society organisations, and local communities who argued that forest conservation and water protection should take precedence over extractive activities. Authorities have committed to more rigorous enforcement, including monitoring and community engagement to prevent unauthorised mining.

Environmental advocates welcomed the move but emphasized the need for long-term restoration frameworks and sustainable livelihoods for affected mining communities. With cocoa belts and key water bodies among the most impacted areas, this legislative action marks a pivotal moment in Ghana’s environmental governance and natural resource management.
